Ja/Caricom and the G20 Summit

The cast at this G20 Summit in Argentina

"I think we're very close to doing something with China but I don't know that I want to do it", Trump told reporters before departing for Argentina on Thursday morning.

The president believes "there is a good possibility that we can make a deal" and he "is open to it", Kudlow said later Tuesday.

As for China, the only "fair deal" would be for it to open the doors to USA competition.

The rising tensions have seen the two countries hit each other with tit-for-tariffs on goods worth hundreds of billions of dollars in sectors from automobiles to agriculture and energy, stymying trade and redrawing global supply chains.

If the United States were to impose tariffs on additional Chinese goods, China could seek to retaliate, but would have limited room to do so via trade.

It also, however, sees the trade confrontation as a U.S. attempt to repress China's economic and geopolitical ambitions and protect the dominance of the United States economy and, in particular, its leadership in technology.

USA companies and consumers are bearing part of the cost of the US tariffs on China by paying higher prices for goods, and investors have cheered when the prospects for a deal have improved.

The Wall Street Journal said the two countries are exploring a trade deal in which the United States would hold off on further tariffs through the spring in exchange for new talks looking at big changes in Chinese economic policy.

PM Modi will also meet Chinese President Xi Jinping and German Chancellor Angela Merkel on the sidelines of the event, the Ministry of External Affairs had said on the eve of his departure.

On November 30 and December 1, Jamaica, representing the Caribbean Community (Caricom), will join the members of the Group of Twenty (G20) and other invited guests at the 13th Summit in Buenos Aires, hosted by the President of Argentina Mauricio Macri.

Trump, who arrived in Buenos Aires late Thursday, barrelled into the two-day meeting by announcing via Twitter that he was cancelling on Putin over Russia's seizure of Ukrainian vessels. As the gathering officially kicks off Friday, those themes seem like afterthoughts, overshadowed by contentious matters from the U.S.

Additionally, existing USA duties on Chinese imports are set to rise from 10 percent to 25 percent in January, affecting $200bn worth of imported goods.

The negotiations were long and at times acrimonious, with Freeland and her delegation learning first-hand what it's like to negotiate with President Donald Trump's administration, in particular his trade emissaries - U.S. Trade Representative Robert Lighthizer and his deputy, C.J. Mahoney.

While Trump's meeting with Xi is all but certain to go ahead, the USA president on Thursday abruptly scrapped his planned talks with Putin, citing Russia's recent seizure of Ukrainian vessels. The most recent round of hand-wringing stems from comments made by Trump himself, which seem to throw cold water on a possible breakthrough.

The best hope for an unexpectedly positive outcome is that the Chinese could come up with something that appeals to the Trump ego by appearing to give him a victory without China actually making meaningful concessions.

And there will be "enormous benefits" from free trade, he said.

"The meeting is equally needed by both sides and important for the development of the general situation in the world", Ushakov said. "So I really don't know".
