14th Canadian envoy falls ill in Cuba

The Canadian government has reduced the number of its diplomatic staff in Havana by half after another person became ill since the last confirmed case in November, Global Affairs Canada said in a press release.

Nearly 14 diplomatic staff have suffered from the unusual health symptoms in Havana.

Canada has also shared information with the University of Pennsylvania, which has taken the lead in examining US diplomatic personnel and family members at the request of the State Department, officials said.

Only Canadian and American diplomats have been affected, and the official said that collaboration with the US on the investigation has been key.

"A further reduction in the (Canadian embassy) footprint is deemed to be the appropriate response", a Canadian Government official told reporters.

It includes nausea, dizziness, headaches, nosebleeds, loss of balance, hearing and vision complications, fatigue, and trouble concentrating.

Josefina Vidal, Cuba's ambassador in Canada, issued a statement saying her Government considered the move "incomprehensible", but "Cuba remains committed to keeping the good state of bilateral relations".

"This behavior favors those who in the United States use this issue to attack and denigrate Cuba", Vidal said. But these symptoms still are found in new employees, which bring the total number of affected staff to 14.




A senior Canadian government official said in the briefing that Cuba has been cooperating from the beginning and said Cuban officials are as frustrated as Canadian officials. "We are in very close collaboration across all of the different aspects of this file with the United States", the official said.

The spate of mysterious illnesses, including acute brain injury, has caused tensions in US-Cuba relations, including the expulsion of 15 Cuban diplomats by the Trump administration as investigators tried to pinpoint the cause.

More than a million Canadians visit the island each year.

Canada recalled diplomatic families from Havana in April after some minors started showing the symptoms.

The latest confirmed case is the 14th to have been documented by Canadian officials since early 2017.

Ottawa is cutting the number of Canadian diplomats posted to the Canadian embassy in Havana, where Canadian diplomats and their families have experienced unusual ailments since early 2017.

The US has not said what caused the incidents, although initial speculation centred on some type of sonic attack.

"Tests confirm that an additional employee has symptoms consistent with those of previously affected employees", the foreign ministry said in a statement, adding that no cause had been identified.
