Miller said on the call that Trump is not bringing up his threat to shut down the border lightly.

Meanwhile, U.S. Customs and Border Protection Commissioner Kevin McAleenan said that the border was at its "breaking point".

To try to address the problem, the Trump administration in January started sending some migrants to wait out their US court dates in Mexican border cities.

Mexico's Foreign Minister Marcelo Ebrard said on Tuesday that backups were delaying commercial traffic at the U.S. -Mexico border at several crossings.

"They arrange these caravans, and they don't put their best people in those caravans", he said.

As changing palates have increased demand for fresh produce, and a greater variety of it, the United States has increasingly come to depend on Mexico to meet that need.
