South Africa's ruling ANC takes lead as votes being counted

Julius Malema

Early results in South Africa's general election suggest the ruling African National Congress party (ANC) is heading for a historic low but will have kept power.

The ANC achieved its best parliamentary election result in 2004, under former president Thabo Mbeki, when it won 69 percent of the vote.

Ramaphosa, who took over from Zuma as ANC leader in December 2017, is trying to restore faith in the governing party once led by Nelson Mandela after its image was tarnished during Zuma's decade-long leadership.

Most opinion surveys before the vote had suggested the ANC would secure almost 60 percent of the vote because of Ramaphosa's appeal and a fractured opposition.

In the parliamentary vote the ANC was on around 53 percent, with the DA on 28 percent and the EFF on seven percent, with a turnout of 64 percent.

By late Thursday afternoon in South Africa, the ANC had captured about 57 percent of the vote.

Full results are due on Saturday.

In the most populous province, Gauteng, the IEC's Boitumelo Monaki said officials were responsive to concerns about possible fraud. The ANC President has steadied the ship and rescued the revolutionary party from the scandal-ridden years of the Zuma presidency which were plagued with scandals related to State capture.

Some six million young people didn't register to vote.

Anger over corruption, the faltering economy and land reform are key issues as South Africans vote in the sixth democratic national election since apartheid ended 25 years ago.

The organizing body is the Electoral Commission of South Africa, IEC.

"It was so hard here in those days", she said, recalling how she and her friends were often detained by police because they did not have permission to work in Johannesburg.

The BBC's Andrew Harding in Johannesburg says the party's stance has forced the ANC to consider drastic measures to transfer more land, more quickly, into black hands, which has resulted in a pledge to conduct land expropriation without compensation.

"We have made mistakes but we have been sorry about those mistakes and we are saying our people should reinvest their confidence in us", he said.

The poll was the toughest test yet for the ANC, which has ruled South Africa since the 1994 election.

And with Ramaphosa's tepid support, the ANC is now looking into amending the Constitution to allow such land seizures.

Based on those results, analysts predicted the ANC was set for a vote share of between 55 and 59 percent.

This will leave the Western Cape, which the DA holds and is likely to retain despite claims that it is in trouble, as the only province in which the ANC is not in government.

Voting for the 400-member National Assembly and nine provincial legislatures ran until 21:00 on Wednesday, with final results scheduled to be released by May 11.

Although the ANC has achieved important successes by providing formal housing and basic services like electricity to many black families for the first time, the scale of the problems it inherited means change has been slow and many people today are impatient for more.

It doesn't help that among its ranks, the DA has former apartheid era Afrikaner leaders who are keen to protect white privilege in a multi-racial South Africa.
