As this article was being written, CNBC reported that President Donald Trump had signed an executive order declaring a national emergency over threats to us technology.

It declares a national economic emergency that empowers the government to ban the technology and services of "foreign adversaries" deemed to pose unacceptable risks to national security - including from cyberespionage and sabotage.

The status of Huawei and ZTE has taken on new urgency as USA wireless carriers rollout 5G networks.

However, analysts suggest it is mainly directed at Chinese telecommunications giant Huawei.

Huawei did not immediately respond to a request for comment.

The order doesn't single out specific firms but appeared to target those like Huawei - a Chinese company that members of both parties have long eyed with suspicion.

HUAWEI HAS said that it would be willing to sign "no-spy" contracts with governments who allow it to supply 5G equipment.

Beijing has condemned the measure as discriminatory, reacting to the reports in multiple USA media outlets that the emergency order was in the works.




The United States federal government has become increasingly resistant to Chinese technology companies over the past year, over fears that they could be conducting surveillance on behalf of China's government. It could be delayed again, they said.

"It signals to USA friends and allies how far Washington is willing to go to block Huawei", said Adam Segal, cybersecurity director at the Council on Foreign Relations.

Members of Congress said the order was squarely aimed at Chinese companies like Huawei that USA intelligence officials say could be used by the Chinese state to spy.

In the executive order, which didn't name any countries or companies, Trump declared a national emergency relating to threats against information and communications technology and services.

The statement comes after news leaked this month that Huawei equipment would be used in 5G networks in the United Kingdom, creating tension between it and the U.S. The leaks resulted in Theresa May firing her defense minister Gavin Williamson, despite Williamson denying leaking anything.

A Chinese company closely associated with Beijing said Tuesday it would sign a no-spy agreement with other countries to allay US fears that the company conducts espionage for the Chinese government, Reuters reported.

The Wall Street Journal first reported in May 2018 that the executive order was under review.

In January, US prosecutors said Huawei had conspired to steal T-Mobile trade secrets, and also charged Huawei and its chief financial officer with bank and wire fraud on allegations that the company violated sanctions against Iran. She was arrested in Canada last December.
